As current U.S. President Donald Trump pushes ahead with his “reciprocal tariff” policy, Taiwan and the United States have swiftly launched their first round of negotiations—successfully completed via video conference on April 11, 2025. In response, the Taiwanese government has appointed Jenny Yang, Minister without Portfolio and Chief Trade Negotiator, to lead the talks. Trump’s new reciprocal tariffs could hit Taiwan’s exports to the U.S. with duties as high as 32%. While semiconductors are temporarily excluded, key industries like auto parts, machinery, hardware, and optoelectronics remain at risk. 在美國總統川普強勢推動「對等關稅」政策之際,台美之間也迅速啟動了第一輪談判,並已於2025年4月11日完成第一輪視訊會談,進展順利。台灣政府這次請出政務委員兼經貿談判辦公室總談判代表——楊珍妮,擔任這場關稅談判的主帥,可說是「賦予重任、請出沙場老將」。

經貿談判一線老將再披戰袍

楊珍妮在國際經貿領域擁有超過三十年的深厚經歷,是台灣對外經貿談判場上的關鍵人物。她出身經濟部國貿局,長期負責多邊與雙邊談判業務,對WTO規則、自由貿易協定架構與跨境技術貿易談判流程都極為熟稔。

她曾是台灣加入WTO的談判骨幹之一,在面對各國堅持與貿易障礙時,以細膩的策略與專業知識,協助我方成功完成談判。此後,她也參與CPTPP(跨太平洋夥伴全面進展協定)入會準備工作,協調台灣內部法規調整、跨部會協商與對外游說,讓台灣有資格提出正式申請。

近年來,楊珍妮也主導台美「21世紀貿易倡議」進程,這項機制涵蓋反貪腐、數位貿易、勞工與環境規範,是近年雙邊最具制度性意涵的經貿合作平台。

她熟稔國際政治語境,也懂得如何與美方及其他夥伴國建立信任,因此常被外界形容為「台灣最資深的經貿談判專家」之一。這次在關稅談判中由她擔任總代表,可說是最穩妥也最具戰略意涵的安排。
