Taipei Smart City: Why Autonomous Buses Are Just the Beginning
When most people hear about autonomous buses, they think about transportation.
When I read Taipei’s latest autonomous bus announcement, I saw something much bigger.
Earlier this month, Taipei City unveiled a three-phase roadmap for autonomous public transportation:
- 2026: Autonomous shuttle trials inside the Taipei Zoo
- First Half of 2027: Autonomous vehicle sandbox testing in Beitou-Shilin Technology Park (Taipei Tech Park)
- Second Half of 2027: Autonomous bus operations across 15 dedicated bus lanes
On the surface, this looks like a transportation project.
But viewed through the lens of Taipei Smart City development, it may represent one of Taiwan’s most ambitious urban technology initiatives in years.
The real story is not autonomous buses.
The real story is how Taipei is gradually building the foundations of an AI-powered city.
Taipei Smart City and the Evolution of Intelligent Mobility
Over the past year, I have been closely following Taiwan’s progress in electric vehicles, autonomous driving, and next-generation mobility.
In my earlier article, Taiwan Autonomous Driving Strategy, I argued that Taiwan may never become another Waymo or Tesla. However, thanks to its strengths in semiconductors, ICT, and manufacturing, Taiwan still has a unique opportunity to participate in the global autonomous vehicle ecosystem.
Later, in The Rise of Software Defined Vehicles: Taiwan’s Next Automotive Opportunity, I explored how the automotive industry is shifting from hardware-centric competition toward software-defined innovation.
Vehicles are becoming connected computing platforms.
They continuously receive updates, collect data, and integrate with digital services.
The journey from:
Electric Vehicles (EVs)
↓
Software-Defined Vehicles (SDVs)
↓
Connected Vehicles
↓
Autonomous Vehicles
is already underway.
What Taipei is now demonstrating is the next stage of that evolution:
The transition from intelligent vehicles to intelligent cities.

Why Autonomous Buses Are a Smart First Step
Whenever autonomous driving is discussed, robotaxis usually dominate the conversation.
Yet robotaxis remain one of the most difficult deployment scenarios in the industry.
They must handle:
- Unpredictable pedestrians
- Motorcycles and bicycles
- Complex intersections
- Dynamic traffic conditions
- Diverse weather environments
Even companies such as Waymo and Tesla continue to face significant technical and regulatory challenges.
Autonomous buses, by contrast, offer a more practical path toward commercialization.
They operate on:
- Fixed routes
- Fixed stops
- Dedicated lanes
- Predictable traffic patterns
In many ways, autonomous buses resemble rail systems more than traditional road vehicles.
This makes Taipei’s decision to start with dedicated bus corridors a surprisingly pragmatic strategy.
For Taipei Smart City planners, autonomous buses are not the end goal.
They are a controlled environment for testing the technologies required for larger smart city initiatives.
The Hidden Infrastructure Behind Taipei Smart City
One sentence in the announcement deserves special attention:
Roads, traffic signals, and sensor infrastructure along bus corridors will be upgraded.
Most readers will likely overlook this detail.
But it may be the most important part of the entire project.
Because autonomous transportation has never been just about vehicles.
It is about infrastructure.
A successful autonomous mobility system depends on:
- Smart traffic signals
- Roadside sensor networks
- Real-time traffic analytics
- Edge computing infrastructure
- Vehicle-to-Everything (V2X) communications
- Centralized transportation management platforms
Autonomous buses are simply the visible layer.
The real investment is happening underneath.
What Taipei is actually building is not merely a fleet of autonomous buses.
It is the digital infrastructure required for a future Taipei Smart City.

Taipei Tech Park: The Future Innovation Hub of Taipei Smart City
Another key piece of the story is Beitou-Shilin Technology Park, also known as Taipei Tech Park.
According to Taipei’s roadmap, the district will serve as an autonomous mobility sandbox before citywide deployment.
The rollout strategy is particularly interesting.
The city plans to begin with:
- Autonomous cleaning vehicles
- Autonomous maintenance vehicles
- Autonomous utility operations
before introducing passenger-carrying services.
This mirrors a broader trend in the global autonomous vehicle industry.
Many successful deployments today occur in highly controlled environments such as:
- Airports
- Ports
- Industrial parks
- University campuses
- Logistics facilities
These environments reduce operational complexity while creating clear economic value.
However, Taipei Tech Park is important for another reason.
It is also the future home of NVIDIA’s new Taiwan headquarters.
When NVIDIA Meets Taipei Smart City
One of the most significant technology announcements in Taiwan this year was NVIDIA’s decision to establish its new Taiwan headquarters in Taipei Tech Park.
For decades, Hsinchu Science Park served as Taiwan’s primary technology hub.
The AI era may create something different.
Instead of being centered solely around manufacturing, the next generation of technology clusters may focus on:
- Artificial intelligence
- Software innovation
- Cloud infrastructure
- Autonomous mobility
- Urban technology
- Startup ecosystems
If NVIDIA’s headquarters, autonomous mobility testbeds, smart transportation infrastructure, and government AI initiatives all converge within the same district, Taipei Tech Park could become much more than another technology park.
It could become the physical center of Taipei Smart City development.
And perhaps the first truly AI-native urban innovation district in Taiwan.

Beyond Transportation: Government AI Agents
Autonomous buses were not the only technology initiative announced by the city government.
Taipei is also developing a government AI agent platform known as CiviClaw.
The goal is to provide AI assistants for government agencies and civil servants across the city.
Potential use cases include:
- Drafting official documents
- Regulatory research
- Citizen services
- Cross-department collaboration
- Administrative workflow automation
If successful, CiviClaw could become a government equivalent of Microsoft Copilot.
More importantly, it signals that Taipei’s ambitions extend beyond transportation.
The vision encompasses the broader transformation of city governance through artificial intelligence.
Why 2029 Matters
The timing of these initiatives is unlikely to be accidental.
In 2029, Taipei will host the ITS World Congress, one of the world’s most influential events focused on intelligent transportation systems.
Viewed from that perspective, the roadmap becomes much more strategic:
- 2026: Controlled environment testing
- 2027: Urban mobility sandbox
- 2027: Dedicated lane deployment
- 2028: Operational expansion
- 2029: Global showcase
Autonomous buses may simply be the first visible milestone.
The larger objective appears to be demonstrating Taipei’s capabilities as a leading smart city in Asia.

From Software-Defined Vehicles to Smart Cities
Over the past several years, the mobility industry has followed a clear progression:
Electric Vehicles
↓
Software-Defined Vehicles
↓
Connected Vehicles
↓
Autonomous Vehicles
↓
Smart Cities
My previous articles focused primarily on the transformation of vehicles.
This latest announcement shifts the focus toward the transformation of cities.
As transportation becomes increasingly intelligent, cities themselves must evolve.
Smart traffic systems, V2X communications, roadside sensors, AI agents, digital governance platforms, and urban data infrastructure are all converging toward the same destination.
That destination is not simply autonomous transportation.
It is the creation of a fully integrated Taipei Smart City.
The 15 autonomous bus corridors announced this week may seem like a transportation project.
In reality, they may represent the opening chapter of a much larger story about how Taipei is preparing for the AI era—and how Taiwan may evolve from a global leader in smart manufacturing into a future leader in smart cities.

自駕巴士只是開始:台北正在打造亞洲下一座 AI 智慧城市實驗場?
最近一則來自台北市政府的新聞引起了我的注意。
台北市長蔣萬安宣布,台北市將分三個階段推動無人自駕公車計畫:
- 2026 年:於台北市立動物園導入無人自駕接駁車
- 2027 年上半年:於北投士林科技園區(北士科)進行 AI 自駕沙盒實驗
- 2027 年下半年:於 15 條公車專用道試行無人自駕公車
乍看之下,這似乎只是一則關於自駕巴士的交通新聞。
但如果將時間軸拉長,放回台灣近年在電動車、自駕車、AI 與智慧城市發展的脈絡中來看,我認為這則新聞真正值得關注的地方,並不是自駕公車本身,而是它所揭示的一個更大的趨勢:
台北正在嘗試打造一座以 AI、智慧交通與數位治理為核心的城市級實驗場。
從自駕車到 Software Defined Vehicle
過去一年來,我持續追蹤台灣在智慧車輛領域的發展。
在先前的文章《Taiwan’s Autonomous Driving Strategy》中,我曾提到:
台灣或許不會成為下一個 Waymo,也未必會誕生下一個 Tesla,但台灣擁有全球少見的 ICT、半導體與製造能力,仍有機會在全球自駕車供應鏈中扮演重要角色。
隨後在《The Rise of Software Defined Vehicles》一文中,我也進一步分析:
未來汽車產業的競爭核心將逐漸從硬體轉向軟體。
汽車不再只是交通工具,而是一台持續連網、持續更新、持續進化的智慧終端設備。
從電動車(EV)到軟體定義汽車(SDV),再到自動駕駛(Autonomous Vehicle),全球汽車產業正在經歷過去一百年來最大的轉型。
而這次台北市的自駕公車計畫,則讓我們看到另一個層次的變化:
當車輛開始變得更智慧之後,城市本身也必須同步升級。

自駕公車,其實是最務實的起點
談到自駕車,多數人第一時間想到的往往是 Robotaxi。
然而,Robotaxi 其實是所有自駕應用中最困難的場景之一。
它必須面對:
- 複雜路口
- 不可預測的行人
- 機車與自行車
- 違規停車
- 各種天候與交通狀況
即使是 Waymo 或 Tesla,也仍在持續克服這些挑戰。
相較之下,自駕公車是一個更務實的切入點。
因為它具備:
- 固定路線
- 固定站點
- 固定車道
- 可預測交通模式
某種程度上,它更像是地面版捷運系統。
因此,台北選擇從公車專用道開始驗證技術與商業模式,其實是一條相當合理的發展路徑。
真正重要的是城市基礎設施
新聞中有一句話特別值得注意:
公車專用道周邊的道路設施、號誌與感應器將全面升級。
很多人可能會直接略過這句話。
但對我而言,這反而是整篇新聞最重要的內容。
因為智慧交通從來不只是車輛本身。
真正的核心其實是整座城市。
一輛自駕公車的順利運行,需要的不只是車上的 AI 與感測器,還包括:
- 智慧交通號誌
- 路側感測設備
- 即時車流分析系統
- 邊緣運算基礎設施
- V2X(Vehicle-to-Everything)通訊
- 城市級交通控制平台
換句話說,
自駕公車只是表面。
真正被建設的是整套智慧交通系統。
而一旦這些基礎設施開始成形,受益的將不只是自駕公車,而是整個城市交通網路。

北士科:台北的 AI 與智慧交通沙盒
在這次規劃中,另一個值得關注的主角是北投士林科技園區(北士科)。
根據規劃,北士科將成為第二階段 AI 自駕示範場域。
而且策略非常有意思:
先從不載人的清潔車與灑水車開始。
再逐步進入載人接駁車。
這其實與全球自駕產業近年的發展方向高度一致。
因為產業界逐漸發現:
最容易落地的自駕應用,不是 Robotaxi,而是特定場域中的固定任務。
例如:
- 機場接駁
- 港口物流
- 工業區運輸
- 園區接駁
- 自動清潔車
這些場景風險較低,也更容易驗證商業價值。
但更值得關注的是:
北士科未來不只是智慧交通實驗場。
它同時也是 NVIDIA 台灣新總部的所在地。
當 NVIDIA 遇上智慧城市
今年最受矚目的科技消息之一,莫過於 NVIDIA 宣布將於北士科設立台灣新總部。
過去數十年,台灣科技產業的重心長期集中於新竹科學園區。
然而 AI 時代來臨之後,台北正逐漸形成另一種不同於傳統製造聚落的新型科技生態系。
未來聚集在北士科的可能不只是科技公司。
還包括:
- AI 軟體企業
- 雲端服務供應商
- 自駕車團隊
- 智慧交通業者
- 國際科技企業
- AI 新創公司
如果未來 NVIDIA 台灣總部、自駕車沙盒實驗場、智慧交通基礎設施以及政府 AI 計畫陸續落地,
那麼北士科很可能不只是另一個科技園區。
它有機會成為台灣第一個真正以 AI 為核心規劃的城市級科技聚落。

不只是交通,還有政府 AI Agent
除了自駕公車之外,新聞中另一個容易被忽略的重點,是台北市政府正在開發政府版 AI Agent —— CiviClaw。
其目標是讓市府各局處與公務人員都能擁有自己的 AI 助理。
未來可能應用於:
- 公文草擬
- 法規查詢
- 市民服務
- 跨局處協作
- 行政流程自動化
如果成功落地,這將不只是交通創新。
而是整個城市治理模式的改變。
某種程度上,我們可以把它理解為:
台北市政府版本的 Copilot。
2029:真正的目標或許才剛開始
為什麼台北市會選擇在這個時間點積極推動這些計畫?
答案很可能藏在另一個年份:
2029。
台北將主辦智慧運輸世界大會(ITS World Congress)。
對智慧交通產業而言,這是全球最具代表性的國際活動之一。
如果回頭看這次公布的時間表:
- 2026 動物園測試
- 2027 北士科沙盒
- 2027 公車專用道試行
- 2028 擴大驗證
- 2029 ITS World Congress
其實很像是一份倒推回來的發展藍圖。
換句話說,
自駕公車或許不是最終目的。
真正的目標,是向全世界展示台北在智慧交通、AI 與智慧城市領域的整合能力。

從 Software Defined Vehicle 到 Autonomous City
如果回顧過去幾年全球汽車產業的發展,可以看到一條相當清晰的演進路徑:
電動車(EV)
↓
軟體定義汽車(SDV)
↓
智慧車聯網(Connected Vehicle)
↓
自動駕駛(Autonomous Vehicle)
↓
智慧城市(Smart City)
過去我主要關注的是車輛本身的轉型。
但這次台北市的自駕公車計畫,則讓我們看到另一個更大的問題:
當車輛開始變得更智慧之後,城市是否也能同步進化?
從智慧號誌、路側感測器、V2X 通訊,到政府 AI Agent 與數位治理平台,這些看似獨立的技術其實都在逐漸匯聚成同一個方向。
因此,這不只是自駕巴士的故事。
也是台北如何迎接 AI 時代的故事。
更是台灣如何從智慧製造走向智慧城市的故事。
而今天宣布的 15 條公車專用道,也許只是這個故事的第一章。
